Ran the Dism tool in an elevated Command Prompt. It completed with the message, No component store corruption detected. When rerun with the /CheckHealth flag, I got the same message. It appears that Windows 10 believe everything in the OS image is fine.

It's not clear to me how performing a system restore to a time before the install would be useful. I'm going to uninstall the Wise Cleaner from this laptop and see whether the problem recurs. If the machine stablizes then the problem is sourced to this product. Strange that I have another identical machine that hasn't experienced any of these problems though.
