If the cable is coming out of the wall, that should be your coaxial cable. The Ethernet cable is what runs from the router to the back of the computer, or from the back of the modem, to the back of the computer. Usually the Ethernet cable is also referred to as CAT5 or CAT6 cable. The cable coming from the wall, is the coaxial cable that plugs into the back of the modem. It's not going to be a cable issue. More than likely, your modem or router were fried.

Call your ISP and have them troubleshoot your modem over the phone. If your ISP can get a signal read from your modem, then it's not the modem. If your ISP cannot get any signal read from your modem, then your modem is fried and you will have to purchase a new one.

We had this issue about 5 or 6 years ago, when a bolt of lightning struck the ground about 5 or 10 feet away from a window of the house. All of the landline house phones, modem and router, and half of a hard drive was completely fried because of this. Best protection against it is a power surge protector.

1) Did you actually apply for this job - if not, then is CERTAINLY a scam 
2) Did you have an interview for this job - Do you seriously think someone would offer you a job like this WITHOUT seeing you. No interview equals no real job 
3)what sort of person / company sends you a check, asks you to deduct $x from it from your salary and forward the rest on ?? - None - this is a scam. They send you a false check - you pay it into your account and immediately foward them $xxx, that check then bounces, but you have already given them money which you won't see again. 
4) 20 an hour just for driving ?? Not sure where you are but where I come from driving jobs like that are minimum wage.

Follow these steps before you Upgrade to Windows 8/8.1.
Check to see if your Computer/Laptop Manufacturer has Windows 8 Drivers available for your Model.
If not available, Windows 8/8.1 will not install and work correctly for you.

As per the description I understand that you are facing limited network connection issues in your computer using your home Wi-Fi. Since you are unable to connect to any network outside your home network the issue might be related with the home network configuration. We need few more details to understand the cause of the issue better.

1.Are you able to connect to internet through hard line?
2.Have you recently made any changes in your security program or installed a third party security?
3.When was the last time it worked fine?
4.What is the make and model of your computer?
In the mean time I suggest you to follow methods mentioned below:

Method 1:
I suggest you to try using the “Network and Internet” troubleshooter. It checks for common problems with your Internet Connections, Shared folders, HomeGroup, Network Adaptor and Incoming Connections. Refer to the following steps to run the troubleshooter.
Follow the steps to run the troubleshooter:
1.Press Windows + R, type control panel and then click on ok.
2.Change the view by (from windows explorer) to large icons or small icons.
3.Click on Troubleshooting.
4.Now type Network and Internet in the search option.
5.Click on Internet Connections and Network Adaptor to run the troubleshooter.
If issue persists follow method 2.

Method 2:
Disable and Enable Proxy server of LAN (Local Area Network).
Please check Internet Explorer settings.
1.Open Internet Explorer go to Tools (alt + X).
2.Click on Internet Options open Connections tab then click on LAN Settings column and then under Proxy Server ensure that use a proxy server for your LAN is unchecked.
3.In the LAN Settings window under Automatic Configuration check Automatic detect settings.
4.Click on OK.
5.Restart the computer and Enable (check) “use a proxy server for your LAN”

Method 3:
If issue still persists even after performing method 1 and 2 then I suggest you to try resetting TCP/IP and Flush DNS cache. Following are the steps to perform troubleshooting:
Step 1:
You can reset the TCP/IP stack from the Command Prompt. Follow the steps.
1.Press Windows +X.
2.Click Command prompt (Admin mode)
3.Type ‘netsh int ip reset c:\resetlog.txt’
4.Press Enter.
5.Reboot the computer.
Step 2:
Flush DNS cache
1.Press Windows +X.
2.Click Command prompt (Admin mode)
3.At the command prompt, type the following commands. Press Enter after each command.
ipconfig /flushdns
ipconfig /registerdns
ipconfig /release
ipconfig /renew
If the issue persists please try disabling Anti-Virus and then try again after restarting your computer.
