Windows 10 Advanced Options doesn't have Startup settings Reward $1

I created a Windows 10 Recovery disk, but when I use it to boot up system, there is not Startup Settings in Advanced Options, only 5 options. why?
My OS is Windows 10.0.17134
This is correct when I restart from Settings - Advanced Startup

well you can hit keys 4 or f4....on restart, maybe its intentional not to put this startup option on the recovery drive....or once you open command prompt you
* Safe Mode:
bcdedit /set {default} safeboot minimal
* Safe Mode with Networking:
bcdedit /set {default} safeboot network
* Safe Mode with Command Prompt:
bcdedit /set {default} safeboot minimal
bcdedit /set {default} safebootalternateshell yes

Boot the Recovery Drive and select your keyboard layout. Then select Troubleshoot > Advanced options > Command Prompt. At the command prompt, enter these three lines, making sure to hit Enter at the end of each one:
•c:
•bcdedit /set {default} bootmenupolicy legacy
•exit

Select Turn off your PC. Boot the computer and repeatedly press and release F8 until the Advanced Boot Options menu pops up. Then you can select Safe Mode or Safe Mode with Networking.

because recovery disk it only let you fix your Windows installation in different ways.

thanks, I was using the 4th method you mentioned, Boot from a recovery drive, but as I said, there is not the option - Startup settings.

You mean we cannot enter safe mode via a recovery drive since win 10 version 1803?
Okay, before version 1803, every one said we can enter safe mode via a recovery drive, but now it is impossible.

If all you wanted to do is just do a startup only, you could have just made up a startup usb. You didn't mention if you were strictly trying to recover or simply start up your computer.
