Everytime I scan for spyware one of the problems it fines is pup.one systemcare.It seems to erase it but the next time I scan it finds the same thing.How do I get rid of it permanently.

The PUP is a term used to describe unwanted programs such as Trojans, spyware and adware, along with other malware which may compromise your privacy. Some antivirus and PC security software packages, like McAfee VirusScan, will scan for and protect your system against PUPs. The term PUP was first used by persons at McAfee's Avert research lab to avoid any legal issues that may arise from calling these types of applications "spyware".
I will stronger recommend to use the Microsoft Security Tool (mrt) ...click on the search box ,then write mrt , right click select Command Prompt (Admin),next screen click on OK ,then the tool staring to working...keep me update to know what's next, so I can help you better.

and search pup in the registry and delete them then reboot.

Hello!
This problem may occur when you try to install some kind of cleaning software like Advanced System Care, or other PUPs (Potential Unwanted Programs) they sometimes can be viruses so delete any cleaning/tuning utility that you have on your system!
