Restarting windows explorer is a better sure way to have search working again but if that doesn't work you could always try the solutions below.

(SOLUTION 1.) this solution involves restarting the PC after checking for windows updates.
● open run box and type "ms-settings:" without the quotes.
● click on update and security
● check for windows updates
● Restart PC

● Press: CTRL + SHIFT + ESC
● open Task Manager
● click on "file" and then "run new task"

● type: msconfig and press ok. the system configuration dialog will pop up.

● under Boot options select the "Safe boot" option with "Network"

click apply and ok, Then restart
your PC will restart...

Now we need to undo our selections that we previously made with the system configuration:
● open Task Manager
● click on file and then run new task
● type: msconfig
● system configuration dialog will pop up
● under Boot options de-select the "Safe boot" option
● click apply and restart

your search box should be working now.

one recomendation that i have tried and works, is make new account user.
if the new account user is good, than just move to there, since the current user have some problem at config (i think... ^^; )

but hope that help.. :)

it may be because of high ram/ cpu usage , and make sure Cortana is enabled , tray restarting your pc , if search bar opens then it was due to high disk usage. @seven

if the previous solution i posted above doesn't work for you it may be that you have some level of corruption on your system.
Sometimes System resources, like file data, registry data, and even in-memory data, can develop inconsistencies during the lifetime of the operating system. These inconsistencies may be caused by various hardware failures or by software issues. Basically your computer becomes corrupted with errors it cannot fix on it's own but There are Two things we can do about that right now!

Run The System File Checker tool built into Windows to scan your Windows system files for any corruption or any changes that may have occured. If a file has been modified, it will automatically replace that file with the correct version fixing your problem.

Here's how:
● type in the search box “Command Prompt”.
● Left click on “Command Prompt and choose run as Administrator”

● run the system file checker tool by typing: “SFC /SCANNOW” without the quotes

● Press the “Enter” button on the keyboard.
when the scan is finished you may exit.

Option 2.

if you are still having the problem you can use the built in (DISM) utility. it will scan for inconsistencies on your computer and fix them.

● type in the search box “Command Prompt”.
● Left click on “Command Prompt and choose run as Administrator”
● 2- Type: DISM.exe /Online /Cleanup-image /Restorehealth

● 3- it will take some time depending on the level of corruption it finds on your system but when the operation completes successfully you may Exit and restart your system

/RestoreHealth: This checks for component store corruption, records the corruption to C:\Windows\Logs\CBS\CBS.log and FIXES the corruption using Windows Update. This operation takes 15 mins or more depending on the level of corruption.
