The name of the "program" is Wise Boot Booster. Look in the "Wise Care" folder and you should see it there. If it's there, try running it by itself and see if it will give you the option to (re)install it. If not, I would recommend that you simply reinstall Wise Care. This should remedy the problem.

When you start Wise Care 365, check the followings:
1. Go to "Settings", and check whether "Run Bootup Booster when the computer starts" option is enabled (ticked or not)
2. Click on "System Tuneup" in main screen, and choose "Startup Manager" option. Click on "Services" tab and check whether "Wise Boot Assistant" is enabled (at Operation column the slide should be green).
3. In Windows Explorer, load in the installation directory of Wise Care 365 in Program Files. Check if "boottime.exe" exists in directory.
If "boottime.exe" file is missing, you should reinstall Wise Care 365. Otherwise you need to enable choice 1 and/or 2, and then reboot computer.
